Sorteert Trump voor op streep door Amerikaanse staatsschuld van $1,1 biljoen aan China?

Ah, vandaar.

Afgelopen vrijdag zei Trump een "hoge mate van zekerheid" te hebben dat het coronavirus uit het Wuhan Institute of Virology komt. Gister kreeg het AP een rapport van het Department of Homeland Security van diezelfde vrijdag in handen, dat zelfs concludeert dat China de "ernst van de uitbraak opzettelijk verborg" om zelf zoveel mogelijk medische voorraden te kunnen hamsteren. De Britten roepen nu hetzelfde. Vervolgens herhaalde Trumps MinBuz Pompeo gister in het bovenstaande fragment de claim dat het virus uit het lab in Wuhan kwam. "There is enormous evidence that this is where it began. Look the best experts seem to think it was man-made, I have no reason to disbelieve that at this point." Direct daarna wordt het een heel vreemd fragment, want meteen spreekt hij zichzelf vervolgens tegen en zegt hij dat dat hij het eens is met zijn eigen Director of National Intelligence, die juist concludeert dat er geen bewijs is dat het virus man-made is: "I have no reason to doubt that that is accurate at this point." Raar, hele segment hier.

Hoe dan ook, Trump heeft een informatie-offensief geopend waaruit moet blijken dat China actief schuldig is aan de uitbraak, en verantwoordelijk gehouden moet worden voor de economische schade. Gister kwam gerenommeerd ethicus Erik de Vlieger met de onderstaande theorie, en vandaag kopieert Reuters hem. "With all the economic damage China wrought by covering up Covid-19’s spread, why should Uncle Sam pay back the $1.1 trillion it owes the People’s Republic? (...) The bluntest way to void government borrowings from China is to default. That’s the financial-markets equivalent of a nuclear war." Trump gaat een streep zetten door de Amerikaanse staatsschuld aan China van $1.09 biljoen (twaalf nullen). Dat is zo'n 15% van de $7.06 biljoen aan Amerikaanse schulden in buitenlandse handen. De overige $24 biljoen aan Amerikaanse staatsschuld is in handen van Amerikanen.

Zoals Reuters uitlegt, zou dat in theorie eigenlijk niet moeten kunnen. Echter. "Default is also technically forbidden by the Constitution. Still, where there’s a will there’s a way. While America can’t just refuse to pay its debts, it could instead create what amounts to a synthetic default that hits selected debtholders only. Trump could simply demand that banks halt any payments of interest or principal to any account held by a Chinese government counterparty. Alternatively, he could freeze the assets. In extremis he could even demand they be seized. Think of it like sanctions, with China as the target. Trump could argue it’s not a default, since other holders of U.S. government debt would be paid."
